JobWorks, Inc. Showcases a Bold New Workforce Partnership Model at the 2025 Indiana Workforce Summit

At the recent Indiana Workforce Summit, hosted by the Indiana Chamber of Commerce, JobWorks, Inc. proudly shared how a powerful new partnership model is reshaping the way workforce services are delivered in Northern Indiana. As one of Indiana’s largest Workforce Innovation and Opportunity Act (WIOA) service provider, JobWorks presented a forward-thinking approach that brings together technology, collaboration, and innovation to strengthen outcomes for both jobseekers and employers.

Transforming Workforce Services Through Partnership

In a workshop titled “A New, Tech-Enabled Partnership Model for Workforce Service Provision,” JobWorks highlighted how it is leading an innovative partnership with two dynamic technology organizations—SlateUp and Hardly AI—to modernize the traditional workforce service model.

For decades, the standard structure of workforce development programs has relied on three interconnected teams: business engagement, case management, and job readiness. But with the uncertainty surrounding WIOA reauthorization and a shifting funding landscape, a more adaptive and resilient approach is needed. JobWorks has stepped forward to meet that challenge with a model that integrates advanced technology, evidence-based service delivery, and strategic collaboration.

The Power of Three: JobWorks, SlateUp, and Hardly AI

At the heart of this initiative is JobWorks’ tech-enabled case management operation, optimized by a suite of artificial intelligence tools and data-driven processes that enhance efficiency and improve service delivery. These systems allow case managers to better understand participant needs, track progress, and deliver personalized support that leads to measurable outcomes.

Complementing this is the business engagement strategy led by SlateUp, a Notre Dame-backed technology organization. SlateUp’s AI-powered platform focuses on creating sustainable career ladders for workers while helping employers identify and develop local talent. Their tools give businesses in Northern Indiana a new way to connect workforce development directly to their growth strategies.

The final component comes from Hardly AI, a technology workforce innovator whose intuitive applications and practical workshops help participants build stronger resumes, access more job leads, and prepare effectively for interviews. By combining these strengths, the partnership ensures that jobseekers are not only ready for employment but are strategically positioned for long-term success.

Leadership and Vision for the Future

The presentation, delivered by John Casella and Jessica Logan of JobWorks, alongside Tom Kavanagh of the Northern Indiana Workforce Board and Robert Merritt, CEO and Co-Founder of SlateUp, underscored JobWorks’ commitment to innovation and excellence in public workforce delivery. Together, the panel shared how this three-partner model is already making a tangible impact in Region 2, empowering individuals, strengthening local businesses, and positioning the region for a more agile and tech-forward future.
